I live in Germany but am a UK resident. I am exempt from UK income tax on my salary, however I do make NI contributions.

UK, Commonwealth or Republic of Ireland citizens or EEA nationals (which covers European Union countries plus Iceland, Lichtenstein and Norway), or are resident in the Isle of Man or the Channel Islands, or come under certain other categories (e.g. provided for by the terms of a double tax agreement e.g. Switzerland and Israel) are eligible for a UK personal allowance (2006-7: £5,035) against their UK source income, including Schedule A property rental income.
