If a privately owned vehicle is used for business purposes can VAT be claimed in mileage charges to said company?

If a privately owned vehicle is used for business purposes then only the 40p per mile mileage allowance relief can be claimed from the company. This 40p covers everything, no other expense is allowed to be claimed (EIM31335).
